Looking for a way to allow multiple private or public wikis

Also is there a way to 
1) rate individual content/folders results and share ratings
2) create templates of folders to allow public viewers to not have to start from scratch
3) publish identity pages public or private about individual memebers and owners/ admins of specific folders</description>
